Job Purpose and Summary

The position is responsible for advanced-level engineering work on complex Total Reconstruction & Expansion projects and assignments for the Pennsylvania Turnpike Commission (PTC). Work at this level is distinguished by the ability to independently perform engineering and project management duties for complex multidisciplinary projects with accountability for the successful development and delivery of the entire project.  

Responsibilities may include management and coordination of major roadway reconstruction, widening, interchange improvements, bridge replacements, and associated infrastructure improvements, including roadway, structures, drainage, geotechnical, environmental, traffic, utilities, right-of-way, permitting, public involvement, and construction-related considerations.  

Work is performed with a high degree of independence and is reviewed by a manager, or designee, for attainment of program goals, successful completion of projects, adherence to schedule and budget, and overall performance. This position may function as a lead worker to lower-level engineers and provide project supervision, technical direction, and coordination to consultants supporting Total Reconstruction & Expansion projects. 

Essential Functions & Responsibilities

• Provides guidance and functions as a lead worker to lower-level engineers and provides project supervision and direction to consultants supporting Total Reconstruction & Expansion projects. May supervise internal professionals including performance management, delegation of work assignments, mentoring, and review of work product.
• Manages the development and administration of complex Total Reconstruction & Expansion design and/or construction projects with an increased scope of responsibility, including large-scale roadway reconstruction, widening, interchange improvements, bridge replacements, and associated infrastructure improvements.
• Manages the full lifecycle of assigned Total Reconstruction & Expansion projects from project development through final design and construction support. Develops scopes of work and participates in the consultant selection process. Manages the development of plans, specifications, standards, cost estimates, and other project deliverables.
• Manages and maintains project schedules and activities to ensure proper project development, coordination, timely delivery, and compliance with PTC requirements. Coordinates multidisciplinary activities including roadway, structures, drainage, geotechnical, environmental, utilities, traffic, right-of-way, permitting, maintenance and protection of traffic, and other project elements.
• Monitors and reviews the work of contractors and consultants. Performs field inspections, reviews, and surveys to ensure adherence to standards and specifications. Identifies potential design, constructability, staging, schedule, cost, and coordination issues and submits and/or reviews reports recommending solutions.
• Reviews plans, specifications, studies, invoices, estimates, schedules, technical reports, and other deliverables prepared by consultants for Total Reconstruction & Expansion projects.
• Coordinates and communicates with various internal PTC departments, consultants, municipalities, PennDOT, regulatory agencies, utility owners, stakeholders, and other external organizations to obtain input, resolve project issues, and provide status updates for assigned projects.
• Attends and leads project meetings to provide subject matter expertise, feedback, recommendations, and direction for assigned Total Reconstruction & Expansion projects. Supports coordination with internal leadership, project stakeholders, regulatory agencies, and the public, as appropriate.
• Participates in traffic and safety surveys and reviews project-specific traffic operations, maintenance and protection of traffic, constructability, and staging considerations associated with maintaining Turnpike operations during reconstruction. Reviews, analyzes, and prepares detailed and comprehensive documentation and reports for managerial staff.
• Provides oversight of various PTC engineering programs and initiatives associated with the planning, design, and delivery of Total Reconstruction & Expansion projects.
• Performs duties requiring a broad knowledge and application of engineering principles and practices as they relate to all phases of complex, multidisciplinary Total Reconstruction & Expansion projects, including roadway, structural, drainage, geotechnical, environmental, traffic, utility, right-of-way, and construction considerations.
• Uses situational awareness to anticipate and prevent accidents, particularly when conducting field reviews or working in and around active Turnpike facilities and construction areas.
• Performs related duties as assigned.

Qualifications

• Nine (9) years of engineering experience; 
  OR
• Five (5) years of engineering experience AND a bachelor’s degree with major course work in engineering or other related discipline; 
  OR
• One (1) year as an Engineer Project Manager 2 with the PTC.
  Equivalent combination of education and/or experience may be accepted.
• Possession of a valid Engineer in Training (EIT) certificate may be used to substitute two (2) years of experience.
• Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

Physical Demands and Work Environment

Position demands include frequent speaking, writing, and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires frequent travel and/or fieldwork and exposure to roadway traffic. Occasionally works outside of normal business hours for assigned work assignments.

Office environment with low levels of noise, adequate lighting, and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
